Welcome Message from General Chairman of ICHVEPS 2025

The 5th International Conference on High Voltage Engineering and Power Systems 2025 (ICHVEPS 2025) will be held in Prama Sanur Beach Bali - Denpasar, Indonesia, November 3 - 6, 2025. This is a biannual conference organized by the School of Electrical Engineering and Informatics, Institut Teknologi Bandung, Indonesia, and technically sponsored by the IEEE Indonesia Section, IEEE Power Electronics Society, and IEEE Power & Energy Society. The conference is designed to be an international forum for exchanging ideas, discussing, and disseminating research results and technologies in the field of High Voltage Engineering and Power Systems.


Our journey began in Bali, where the 1st and 2nd ICHVEPS were successfully held in October 2017 and 2019. Then, the 3rd ICHVEPS 2021 was held virtually from Bandung due to the COVID-19 pandemic. For the 4th ICHVEPS in 2023, we returned to Bali, bringing back the in-person experience we cherish. The previous conferences were typically attended by 300 participants from 15 countries, such as Indonesia, Malaysia, India, Australia, China, Japan, Brunei Darussalam, France, Sweden, USA, Germany, and Korea, including many prominent invited speakers. The 5th ICHVEPS 2025 cordially invites researchers, professors, faculty members, and university students, researchers, and practitioners from power utilities and industries worldwide to submit abstracts and papers to this conference. All accepted and presented papers will be sent to IEEE Xplore (and Scopus), and selected papers will be recommended for publication in the International Journal on Electrical Engineering and Informatics (IJEEI).

About Conference

The 5th International Conference on High Voltage Engineering and Power Systems 2025 (ICHVEPS 2025) is the fifth biannual conference organized by the School of Electrical Engineering and Informatics, Institut Teknologi Bandung, Indonesia, as an international forum for the exchange of ideas, discussion, and dissemination of the research results and technologies in the field of High Voltage Engineering and Power Systems. This conference is suitable to be attended by university professors and lecturers, post-graduate, graduate, and undergraduate students, power utility engineers, researchers from industries and research institutes, and professionals in the field of electrical power engineering, especially related to high voltage engineering and power systems.

 

Except for the 3rd one, ICHVEPS has always been held as an in-person conference, where both the 1st and the 2nd ICHVEPS in 2017 and 2019 took place in Sanur, Bali, Indonesia. In 2020, the pandemic happened. However, it did not discourage us from organizing and holding the 3rd ICHVEPS, which was held as a virtual conference in October 2021. At each of the previous conferences, about 120-160 papers from more than 15 countries were presented and published in IEEE Xplore.

 

ICHVEPS 2025 will be held in person in Prama Sanur Beach Bali Hotel, Denpasar, Bali, Indonesia, on November 3 - 6, 2025. ICHVEPS 2025 is sponsored by the IEEE Indonesia Section, IEEE Power Electronics Society, and IEEE Power & Energy Society. To increase Indonesian students' engagement with IEEE, a number of students, especially IEEE ITB Student Branch staff, will be promoted to become IEEE members at this conference. Abstracts can be received in text only, without figures or graphs, and should be around 300 words long. Details of abstract submission can be seen on the conference website's Important Dates menu.


Upon receiving Abstract Acceptance Notifications, all authors are invited to submit original technical papers in standard IEEE Conference format. Please use IEEE PDF eXpress to generate PDF files or to verify that the PDF files are compatible with the IEEE Xplore format.  All submissions should be written in English, and must be between 4 to 6 pages.


All presented papers will be submitted to IEEE Xplore and indexed in SCOPUS. Non-presented papers will be excluded from ICHVEPS 2025 Proceeding for IEEE Xplore, although the registration has been completed (No-show policy). The selected papers will be considered for publication in the International Journal on Electrical Engineering and Informatics (IJEEI).

Ahmed Abu Siada – Curtin University, Australia

Prof. Ahmed Abu Siada, Curtin University Australia, received his B.Sc. and M.Sc. degrees from Ain Shams University, Egypt and his PhD degree from Curtin University, Australia, all in Electrical Engineering.

He is a full professor and the head of the Electrical and Computer Engineering Department, Curtin University. He has published more than 300 Journal and conference papers and holds several patents on condition monitoring, fault diagnosis and remnant life estimation of high voltage assets. He has delivered several keynote speeches in various IEEE and international conferences and has been a general chair for the IEEE iSPEC 2022, CMD 2018 conferences.

Prof Abu-Siada is the founding editor-in-chief of 2 international journals and an editor for several journals such as IET GTD.

Masahiro Kozako – Kyushu Institute of Technology, Japan

Prof. Masahiro Kozako received the B.Eng., M.Eng., and Dr. Eng. degrees in electrical engineering from the Kyushu Institute of Technology, Kitakyushu-shi, Japan, in 1997, 1999, and 2002, respectively. He is currently an Associate Professor with the Department of Electrical and Electronic Engineering, Kyushu Institute of Technology. He worked with Waseda University, Tokyo, Japan, for three years, and the Kagoshima National College of Technology, Kirishima, Japan, for three years, as an Assistant Professor. He was a Visiting Researcher with the LAPLACE, Université Paul Sabatier, Toulouse, France, in 2011. His research interests concern the development of new insulating polymer nanocomposite materials and the development of diagnostic techniques for electric power apparatus. Prof. Masahiro is also a member of the Japan Institute of Electronics Packaging (JIEP), the Institute of Electrical Engineers of Japan (IEEJ), and the Conseil International des Grands Réseaux Electriques or International Council on Large Electric Systems (CIGRE).

Guan-Jun Zhang – Xi’an Jiaotong University, China

Prof. Guan-Jun Zhang was born in Shandong Province, China, in October 1970. He received the B.S., M.S. and Ph.D. degrees in electrical engineering from Xi’an Jiaotong University (XJTU), Xi’an, China, in 1991, 1994 and 2001, respectively.From July 1994, he worked as a Teacher Assistant with the State Key Laboratory of Electrical Insulation and Power Equipment and the School of Electrical Engineering at XJTU, and since June 2004, he has been a full Professor with XJTU. From October 1998 to September 1999, he was a Visiting Researcher with Tokyo Institute of Technology, Tokyo, Japan, engaged in electroluminescence and discharge phenomena of solid insulating materials. From August 2006 to February 2007, he was a Senior Visiting Fellow with Princeton Plasma Physics Laboratory, Princeton University, Princeton, NJ, US, engaged in secondary electron emission characteristic and plasma simulation. From August to October 2008, he was a Japan Society for the Promotion of Science (JSPS) Fellow with Saitama University, Japan, engaged in flashover physics in vacuum. His current research interests concentrate on high voltage insulation and discharge phenomena, especially dielectric response phenomena and condition maintenance of oil-paper insulation system, surface discharge and flashover across solid insulation, low temperature plasma and biomedical applications.

He has published more than 150 journal articles and conference papers and 12 Chinese patents. He received 2003 China National Top 100 Excellent Doctoral Dissertation Award, 2004 China New Century Excellent Talents in University, 2006 China Fok Ying Tong Research Award for University Young Teachers, 2008 IEEE Chatterton Young Investigator Award of 23rd International Symposium on Discharges and Electrical Insulation in Vacuum (ISDEIV), 2011 Distinguished Young Scholar of National Natural Science Foundation of China (NSFC), and other awards and prizes from Chinese Government.

He has served as the international advisory committee member, program committee member, secretary, section chair/co-chair for IEEE DEIS and other conferences for more than ten times, such as CMD, ISEIM, ICPADM and ACED, etc.

Zenichiro Kawasaki – Osaka University, Japan / RAIRAN Singapore Pte. Ltd., Singapore

Prof. KAWASAKI Zenichiro, President of RAIRAN Singapore Pte. Ltd., received the B.Eng., M.Eng., and Dr. Eng. degrees at Osaka University. He is also an Emeritus Professor at Osaka University. He has been developing a wide variety of remote sensing systems such as lightning mappers and precipitation radars, and studying the mechanism of lightning discharges and their related phenomena with their own developed observation equipment. One of the outstanding researches in his career is to develop VHF broadband digital interferometers and observations with the VHF broadband interferometers. He conducted an observation campaign in Darwin, Australia, for more than a decade and revealed important new information about the leader developments. Furthermore, he proposed a new technique to trigger lightning by means of high energy laser and succeeded in laser-triggered lightning in the field experiment for the first time.

He also participated in the development and study of the Lightning Imaging Sensor (LIS) aboard the Tropical Rainfall Measuring Mission (TRMM) as a principal investigator in Japan and clarified the relationship between lightning discharges and thunderstorm characteristics. Furthermore, he designed his own VHF broadband lightning sensors for space. These sensors were already launched in 2009 and 2012, and they succeeded in recording VHF emissions from lightning discharges in space.

He has played an important role in the International Commission on Atmospheric Electricity (ICAE) and has been the president of the ICAE from 2007. He organized two ICAE meetings held in Beijing, China on 2007 and in Rio de Janeiro, Brazil in 2011 as a president. He has devoted to the activities of the International Association of Meteorology and Atmospheric Sciences (IAMAS) as a chair of the International Commission of Atmospheric Electricity (ICAE). As one of the activities, he organized Atmospheric lightning: physical processes with regional and global impacts session of the Davos Atmosphere and Cryosphere Assembly 2013 as a symposium lead convener. Additionally, he supervised 23 PhD students, who have been actively engaged in the AGU events.

Shinichi Kobayashi – Chubu Electric Power Co.,Inc., Japan

He was born in Nagano, Japan on 2nd June 1966. He received the B.E. degree from Yokohama National University, Japan in 1989, and the Ph.D. degree in Electrical Engineering from Toyohashi University of Technology, Japan in March 2014. He joined Chubu Electric Power Co., Inc. in 1989, is presently engaged in Engineering Center of Chubu Electric Power Grid Co., Inc. He is an individual member of CIGRE and IEE of Japan.

Thongchart Kerdphol – Kasetsart University, Thailand

Thongchart Kerdphol received the B.Eng. and M.Eng. degrees (Hons.) in electrical engineering from Kasetsart University, Bangkok, Thailand, in 2010 and 2012, respectively, and the Ph.D. degree in electrical and electronic engineering from the Kyushu Institute of Technology (Kyutech), Kitakyushu, Fukuoka, Japan, in 2016. He was a Postdoctoral Fellow with the Department of Electrical and Electronic Engineering, Kyutech, from 2016 to 2017. In 2018, he was a Visiting Researcher with the Institute of Electrical Power Engineering and Energy Systems (IEE), Clausthal University of Technology (TU Clausthal), Clausthal-Zellerfeld, Germany. Since 2019, he has been a Senior Research Fellow with the Power System and Renewable Energy Laboratory (Mitani-Watanabe Lab), Kyutech. He is currently a Lecturer with the Department of Electrical Engineering, Kasetsart University. His research interests include power system stability, robust power system control, intelligent optimization, and smart/micro-grid control. Dr. Kerdphol is also a member of the Institute of Electrical Engineering of Japan (IEEJ).






Norasage Pattanadech - King Mongkut's Institute of Technology Ladkrabang (KMITL), Thailand

Dr. Norasage Pattanadech received his Bachelor's and Master's degree (in Electrical Engineering) from King Mongkut's Institute of Technology Ladkrabang (KMITL) and Chulalongkorn University, Bangkok, Thailand, in 1998 and  2002 respectively. He also received Dr.techn (in Engineering Sciences Electrical Engineering) from the Institute of High Voltage Engineering and System Management, Graz University of Technology, Austria 2013. He is now working in the Electrical Engineering Department, School of Engineering, KMITL. He has more than 20 years of experience in the High Voltage Testing and Analysis field, especially in condition monitoring of high voltage equipment such as rotating machine insulation assessment, underground cable remaining condition analysis and remaining lifetime assessment, transformer remaining lifetime assessment, and root cause analysis of underground cable failures. He has served on the IEC TC42 MT 23 committee: Maintenance of IEC 60270: High-Voltage Test Techniques: Partial Discharge Measurement and MT 14 committee: Maintenance of  IEC 62478: High-Voltage Test Techniques: Measurement of Partial Discharge by Electromagnetic and Acoustic Method. He received a Japanese patent in 2021 for a breaker with electrode controlling current. He is the author/co-author of more than 100 publications and four books on Electrical Engineering material and  PD measurement. He is an IEEE PES Thailand member. He served as The 8th International Conference on Condition Monitoring and Diagnosis (CMD 2020), Chairperson and also The 14th International Conference On The Properties And Applications of Dielectric Materials (ICPADM 2024), Chairperson.



June-Ho Lee - Hoseo University · South Korea

June-Ho LEE earned his B.S., M.S., and Ph.D. degrees in Electrical Engineering from Seoul National University, South Korea, where he also served as a teaching and research assistant during his graduate studies. Prof. Lee is a Professor at the Department of Electrical Engineering, Hoseo University, Asan, Korea, a position he has held since 1994. His expertise and contributions to the field include roles as a researcher at the Central Research Institute of Electric Power Industry (CRIEPI) in Japan, visiting positions at prestigious institutions such as MIT (USA), University of Siegen (Germany), and the University of British Columbia (Canada). He was also a Secretary General of Korea National Committee of CIGRE and Vice President of the Korean Institute of Electrical Engineers (KIEE).
